I saw this card on Pinterest a while back and thought it was so simply cute.
Just had to re-create it using CTMH Sunset Paper Fundamentals paper.
To cut the balloon shape, I used an old Coluzzle circle and cut the circle shape, leaving a little gap where I didn't cut it, so I could hand-cut the bottom part of the balloon.
I popped up the bottom portion of the balloon with 3D foam tape, and left the top flush with the card.
Gives it a little dimension.
